反對市區重建局H19士丹頓街/永利街重建計劃

過去一年,中西區關注組及當區居民傾力反對市區重建局的士丹頓街/永利街重建計劃(H19);於2008年4月城規會收到超過1500封反對意見書。經修訂的市建局H19方案現已呈交城規會,方案具體規劃為:
- 地盤C﹝士丹頓街60-66號,近鴨巴甸街﹞:28層住宅連平台
- 地盤B﹝士丹頓街88-90及城隍街2-10號﹞:在士丹頓街88-90號唐樓後方沿城隍街建一座8-13層住宅
- 地盤A﹝永利街﹞:一列6層高住宅 ( 原有12間唐樓拆去9間,只保留街尾3間 )
若熟悉這區或有留意報導的朋友應知道,重建區內(尤其是士丹頓街60-66號) 已有部份業主全面翻新整幢唐樓及個別單位,復修後美侖美奐,延續蘇豪低密度及充滿歷史氛圍的環境。這種由業主自發的有機更新藉得政府鼓勵,並應引用作為長遠的市區更新模式。市建局决定清拆這些唐樓,興建高樓,不單大大浪費社會資源,破壞地區特色,亦為長遠的市區重建策略檢討立下極壞的先例。
市建局建議的這座28層高(連巨型平台)的住宅大厦,緊貼旁邊現正打樁同是高樓的尚賢居及現有的匡景居,形成極端密集的高樓群;由於位處街角,景觀影響尤為嚴重,且對行人構成巨大壓力,令蘇豪的低密度社區斷裂。反觀現有的唐樓,為環境留有喘息空間,比市建局方案更能保育環境。
永利街為全港罕有位於臺上的一整列唐樓群,理應完整保存作為本區特有的文化景觀。永利街的獨特性吸引不少電影業人士到場取景,若如市建局零星保留三間唐樓,唐樓群的整體性即受破壞。屋宇署及建築署的意見均顯示復修永利街的唐樓是技術上可行的,並指出保留多數的唐樓能更有效保育臺階特色。
我們認為市建局不應堅持這不合理及備受市民反對的重建計劃,城規會應否決這項申請。我們認為:
- 整個綜合發展區應維持低密度(樓宇不超過6層)及細小地塊(small land lot),以貫切舊城區的特色
- 永利街整列唐樓應完整保育
- 必列者士街街市劃為政府、機構及社區用途
- 容許及協助小業主自行復修唐樓及繼續持有/居住

Over the last year, the Central & Western Concern Group and local residents have been objecting to the development plans for the H19 Comprehensive Development Area of Staunton Street, Wing Lee Street and Bridges Street – in April 2008 the Town Planning Board received over 1,500 objections. Due to these public objections, the URA has scaled back its proposed plans for this site.
The new plans are:
- Site C (60-66 Staunton Street, corner Aberdeen Street): 28-storey highrise with podium
- Site B (88-90 Staunton Street & 2-10 Shing Wong Street): an 8-13 storey building behind the tong lau in 88-90 Staunton Street
- Site A (Wing Lee Street): a row of 6-storey lowrise (9 of the original 12 tong lau will be demolished, only 3 will be kept)
However, the revised plans are still problematic and we now request that the Town Planning Board reject these plans in their entirety. Briefly – we believe:
- the entire site should comprise only low-rise (less than 6 storey) buildings.
- the historic low-rise tong lau (tenement buildings) on Wing Lee Street should be preserved.
- the site should comprise only small land blocks, in keeping with the current characteristics of the area.
- Bridges Street Market should be re-zoned (to GIC) for community use.
- Current owners should be allowed to continue to live in their already renovated buildings.
